The Active Threat Preparedness Group (ATPG) was established in 2025 by John Biskupski to bring evidence-based, community-focused active-attacker preparedness to organizations across the Northeast. A 15-year veteran of the fire service and currently a Lieutenant in a career fire department, John pairs real-world operational insight with advanced academic training.
He earned a B.A. from Central Connecticut State University and a Master of Professional Studies in Homeland Security from Penn State, concentrating on Public Health Preparedness. He also holds a Graduate Certificate in Hospital & Health System Preparedness, equipping him to bridge pre-hospital care, emergency management, and healthcare system resilience.
Certified as an EMT and Tactical Responder by the International Board of Specialty Certification, John has led numerous active-shooter classes, full-scale drills, and tabletop exercises for first responders. His instructional style blends tactical best practices—Avoid • Deny • Defend, bleeding-control, and integrated response—with the human factors of stress inoculation and bystander empowerment. John is also certified as an instructor by Advanced Law Enforcement Rapid Response Training (ALERRT) in multi-agency integrated response and civilian response to active attacker scenarios.
Whether consulting on facility vulnerability assessments, designing multi-agency exercises, or delivering ATPG’s modular Active Threat Readiness Series, John’s mission is constant: help ordinary people and professional responders act decisively, save lives, and build safer, more resilient communities.
